Why don't prices change in Expedia if the Availability is 0?

For Expedia we don't send a rate along if the availability is 0. If there is availability, but no rate set (rate = 0) in our system, then we set availability to 0 and again, don't send a rate. Loventis can't change availability in Expedia without going through us. If they set availability of 3, but no rate, then it will be changed to 0 availability by us. It's not possible that we set availability without setting the price that we have in our system.
